One set of numbers. Two ways to read them.

Ask any number why.

Both readings open the same chain. A planner follows it to the clause. A member follows it to the survey their own building was measured by. Neither is shown a simplified truth.

Where a figure rests on a convention rather than on the regulation, it says so. The built-up loading below is ours, not the law’s, and it scales the whole rehabilitation — so it is the first thing worth arguing about.

What PIVOT will not do

Nothing is hidden by audience

The plain reading is the same computation with different labels. There is no second, gentler set of numbers, because there is no second deal.

Assumptions are marked, everywhere

Each rule carries its standing: verified against the gazette, observed in our own workbooks, or a house convention. The ones that are not law are labelled wherever they appear.

A blank is never an answer

Where a fact could not be established, PIVOT prints the reason instead. A zero standing in for "unknown" is the most expensive thing a feasibility can say.
